Please note that the House Committee on Health reported Senate Bill No. 1676 in the form House Draft 1 (House Standing Committee Report No. 935), that is substantively different from the version that was received by the House from the Senate at First Crossover. As originally received, Senate Bill No. 1676, among other things, proposes to transfer the Department of Health's Office of Health Care Assurance to the State Health Planning and Development Agency, and rename the State Health Planning and Development Agency to the Hawaii Health Performance Agency.

For the public's edification, the Committee on Labor and Public Employment heard a substantively similar bill to Senate Bill No. 1676, House Draft 1 -- House Bill No. 1617, House Draft 1 -- on February 11, 2003 (Agenda #4). The Committee on Labor and Public Employment deferred this measure indefinately.

RELATING TO HEALTH.

Establishes the State Health Authority (SHA) to provide health care for all Hawaii citizens. Establishes the State Health Authority Commission to determine the costs of SHA, and to determine a financing mechanism to carry out the purpose of the Authority. Repeals the State Health Planning and Development Agency and transfers its functions to SHA. Repeals the Hawaii Employer-Union Health Benefits Trust Fund. Establishes the Mandated Benefits Review Panel. (SB1676 HD1)

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit for substitute teachers of the DOE, including part-time employees working less than one-half of a full-time equivalent. Allows the members of bargaining unit (14) to strike. (SD1)
