RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Restores the method used to calculate a member's average final compensation to the formula in effect prior to the enactment of Act 128, SLH 2002. Requires the effective date of retirement to be on the first day of the month or the last day of the year for elective officers and judges who have attained the seventy-five per cent benefit limitation. RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires the ERS to pay interest on the retroactive amount due retirees whose pensions are not finalized within six calendar months following the month of retirement. Authorizes the ERS to assess an employing agency a late fee for each month of delay in reporting unused sick leave balances, lump sum vacation payments and other pertinent information (e.g., breakdown of retroactive payments) needed to finalize a retiree's pension.
