This is an amendment to AGENDA #4 that was filed with the House Sergeant-at-Arms on Wednesday, February 5, 2003 at 8:47 a.m. That document contained multiple listings of the same measures and did not include language that House Bill No. 1617 will be heard pending receipt from the Joint Committee on Health and Human Services and Housing. The Chair apologizes for any inconvenience this may have caused.

RELATING TO THE UNIVERSITY OF HAWAII.

Removes the statutory limitation preventing the University of Hawaii from implementing an optional retirement plan and clarifies that part-time and temporary University of Hawaii employees are not eligible for membership in the University's optional retirement plan (HB319 HD1).

RELATING TO THE UNIVERSITY OF HAWAII.

Establishes a University of Hawaii retirement system, to be administered by the board of regents, for permanent employees of UH or the community college system who are excluded from bargaining unit 7 pursuant to chapter 89. (HB322 HD1)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Specifies that OHA is to be included with other state agencies as an agency required to reimburse the State for contributions to the employer-union health benefits trust fund.

RELATING TO HEALTH CARE.

Establishes the State Health Authority to provide health care for all Hawaii citizens. Establishes the State Health Authority Commission to determine the costs of the Authority, and to determine a financing mechanism to carry out the purpose of the Authority. Repeals the State Health Planning and Development Agency and transfers its functions to the Authority. Repeals the Prepaid Health Care Act. Repeals the Hawaii Employer-Union Health Benefits Trust Fund.
