Allows a faculty member of UH with multiple part-time faculty appointments to meet eligibility requirements for membership in the ERS; exempts faculty or lecturers employed at UH who hold multiple part-time appointments which together aggregate to at least one-half full-time equivalent positions from provisions allowing the ERS board of trustees to deny membership to part-time or temporary employees. |

Designates option as the retirement benefit option when a spouse or reciprocal beneficiary refuses to consent to a member's election of a benefit option, but entitles the spouse or reciprocal beneficiary to an annuity of % of the allowance received by the member before death. |

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Minimizes the administrative processing of refunding contributions for the employees excluded from Social Security. |

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires the ERS to pay interest on the retroactive amount due retirees whose pensions are not finalized within six calendar months following the month of retirement. Authorizes the ERS to assess the employing agency a late fee for each month of delay in reporting unused sick leave balances, lump sum vacation payments and other pertinent information (e.g., breakdown of retroactive payments) needed to finalize a retiree's pension. |

RELATING TO PUBLIC EMPLOYEES. Provides that a public employee who has been convicted of a felony that took place within the course and scope of the employee's duties must forfeit the employee's benefits starting from the date of the act constituting the felony of which the employee was convicted. |
