Synchronizes timing of receipt of settlement moneys from the Tobacco Master Settlement and the Tobacco Master Settlement Agreement to match the timing of revenues and expenses utilized. Expands the authorized uses of the funds contained in the Tobacco Enforcement Special Fund to include the enforcement of tax stamp requirements. Transfers the moneys held in the Cigarette Tax Stamp Enforcement Special Fund into the Tobacco Enforcement Special Fund. (SB1279 SD2)

RELATING TO BACKGROUND CHECKS FOR ADULT SERVICES PROGRAMS.

Requires the Department of Human Services to establish standards, which shall include criminal history record and adult and child protective service records checks, to ensure the reputable and responsible character of service providers who have direct contact with individuals receiving services through the adult services programs.
