RELATING TO PUBLIC EMPLOYEES.

Provides that a public employee who has been convicted of a felony that took place within the course and scope of the employee's duties must forfeit the employee's benefits starting from the date of the act constituting the felony of which the employee was convicted.

RELATING TO ABSENTEE VOTING.

Requires absentee ballots to be returned no later than 1 day prior to an election day. Requires a signature envelope, separate from the return envelope, to ensure privacy and security for absentee voters who mail in their ballots.

Establishes the Hawaiian housing finance corporation within the department of Hawaiian home lands for administrative purposes, to be headed by a board of directors, to remedy the housing shortage that exists for many individuals of Hawaiian ancestry in this State, and to provide for urban redevelopment.

RELATING TO CRIME VICTIM COMPENSATION.

Exempt government records of the Crime Victim Compensation Commission from the Uniform Information Practices Act; allow funds from nonpayable restitution to be used for crime victim compensation, rather than escheating to the State; allow commission to transfer compensation awards to minors under the Uniform Transfers to Minors Act; give commission authority to expand coverage for mental health services; rename the "pain and suffering" award to more clearly reflect the purpose of the award; and require the judiciary to transmit an annual report to the legislature per progress in meeting the requirements of Act 206, Session Laws 1998.

RELATING TO CHAPTER 846E, HAWAII REVISED STATUTES.

Clarifies that hearings related to the release of sex offender information are civil in nature and that the State is represented by the prosecuting attorney in these hearings. Repeals the process for reevaluating court orders granting public access to information regarding sex offenders. Specifies that the sex offender must give appropriate notifications whenever any of the sex offender's registration information changes.

RELATING TO ELECTIONS.

Amends campaign spending laws to provide alternative public funding for state house of representatives candidates who voluntarily abide by certain contribution and expenditure limits. Appropriates $150,000 to the campaign spending commission for additional clean elections support staff.
