Requires that accreted lands shall be state lands except a private property owner may file an accretion claim to regain title to the owner's eroded land that has been restored by accretion. (SD1) |

Requires that every administrative rule conforms to its related statute; provides for the automatic repeal of administrative rules on the repeal of the underlying statute or ordinance; expands scope of the small business regulatory review board's annual evaluation report. RELATING TO PUBLIC EMPLOYEES. Provides that a public employee who has been convicted of a felony for conduct in violation of the employee's duties, shall be terminated upon conviction. Provides for restitution should the conviction be overturned and the employee is not otherwise terminated in accordance with law. (SD1) |

RELATING TO POLITICAL SPEECH. Provides that a landlord shall not prohibit a tenant of a single family residence from erecting, maintaining, or displaying an otherwise legal sign or outdoor advertising device that urges voters to vote for or against any person or issue; allows reasonable restrictions to comply with applicable building and housing laws affecting health and safety. Repeals prohibition against displaying campaign signs more than forty-five days prior to and ten days following an election. (SD1) |
