Allows police to take breath, blood, or urine tests from persons involved in an motor vehicle accident who are not injured or refuse to be treated for an injury; clarifies that the notice of administrative revocation shall not serve as a temporary permit if at the time of the arrest the person refused to submit to a breath or blood test, or both, or urine test. RELATING TO PARKING FOR DISABLED PERSONS. Prohibits parking in disabled parking access aisles; authorizes law enforcement and commissioned volunteers to enforce disabled parking laws on private property; allows citations refused by disabled parking violators to be mailed to the violator's address; authorizes the disability and communication access board to adopt rules for revocation, decertification of placards and licenses, and establishment of placard fees; provides a fine for disabled persons failing to display the validly issued placard or special plate while parking in disabled parking. DECISION MAKING TO FOLLOW, IF TIME PERMITS.
Persons wishing to testify should submit 30 (1-sided) copies of their testimony to the committee clerk, Room 227, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
