Requires that accreted lands shall be state lands except a private property owner may file an accretion claim to regain title to the owner's eroded land that has been restored by accretion. RELATING TO PUBLIC EMPLOYEES. Provides that a public employee who has been convicted of a felony for conduct in violation of the employee's duties, shall be terminated upon conviction. Provides for restitution should the conviction be overturned and the employee is not otherwise terminated in accordance with law. (SD1) |

RELATING TO POLITICAL SPEECH. Provides that a landlord shall not prohibit a tenant of a single family residence from erecting, maintaining, or displaying an otherwise legal sign or outdoor advertising device that urges voters to vote for or against any person or issue; allows reasonable restrictions to comply with applicable building and housing laws affecting health and safety. Repeals prohibition against displaying campaign signs more than forty-five days prior to and ten days following an election. (SD1) |

DECISION MAKING TO FOLLOW, IF TIME PERMITS.
Persons wishing to testify should submit 30 (1-sided) copies of their testimony to the committee clerk, Room 227, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. Oral testimony shall be limited to three minutes.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
Public Folder. A folder labeled "Public Folder" containing the measures and testimonies for the hearing will be available for shared use by members of the public.
