RELATING TO FAMILY COURTS.

Allows the family court, in its discretion, to commit a minor who sells or distributes drugs to a youth correctional facility for a mandatory period of time. Requires the minor, and the minor's parents, guardians, or legal custodians, to attend a substance abuse education and counseling program. Effective date of February 31, 2050. (HB500 HD1)

Clarifies reference to other "party" in a good faith lawsuit settlement to mean non-settling joint tortfeasor or co-obligor. Provides that settling entity may be included in verdict or judgment form. PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 16, OF THE CONSTITUTION OF THE STATE OF HAWAII, TO PROVIDE THE LEGISLATURE WITH THE POWER TO RECALL A BILL PRESENTED TO THE GOVERNOR.

Proposes an amendment to the State Constitution that would allow the legislature to recall a bill presented to the Governor by concurrent resolution.

RELATING TO THE BUDGET OF THE OFFICE OF HAWAIIAN AFFAIRS.

Appropriates funds for the operating budget of the Office of Hawaiian Affairs for fiscal years 2003-2004 and 2004-2005. (HB1300 HD2)

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. Oral testimony shall be limited to three minutes.
