Authorizes the courts to obtain jurisdiction over inmates in correctional facilities who qualify for alternative programs.

RELATING TO CHAPTER 711, HAWAII REVISED STATUTES.

Redefines the offense of disorderly conduct. Expands scope of violation of privacy to include recording or broadcasting a person's intimate area underneath clothing while in a public place, without that person's consent.

RELATING TO FAMILY COURTS.

Clarifies that judiciary may contract for professional services for counsel and guardian ad litem, pursuant to chapter 103D and reasonable rates of compensation.

RELATING TO ACCRETED LANDS.

Defines accreted lands; includes accreted lands in the definition of public lands; requires that accreted lands shall be state lands, although a private property owner may file an accretion claim to regain title to the owner's eroded land that has been restored by accretion.

RELATING TO EMERGENCY CONTRACEPTIVES FOR SEX ASSAULT SURVIVORS IN EMERGENCY ROOMS.

Authorizes hospitals to provide emergency contraception to sexual assault survivors.

Allows public safety officers, sheriffs, and deputy sheriffs to assume protective custody of child abuse victim; requires public safety officers, sheriffs, and deputy sheriffs to report child abuse cases.

RELATING TO EMERGENCY MEDICAL SERVICES.

Deletes terminal condition as the sole circumstance when "comfort care only-do not resuscitate" protocols may be initiated by in-the-field emergency response personnel to persons whose heart or breathing has stopped. Allows a person, a person's guardian, or agent, or surrogate with legal authority to make health-care decisions on behalf of the person to allow the withholding of cardiac resuscitation and artificial breathing or to revoke CCO-DNR documents. RELATING TO PEER SUPPORT COUNSELING SESSIONS.

Provides for the confidentiality of any communication made by a participant or counselor in a peer support counseling session, including a critical incident stress management session, conducted by a law enforcement agency or by an emergency services provider. (SD1)

RELATING TO ALCOHOLIC BEVERAGES.

Imposes civil third-party liability for damages caused by intoxication of persons under age 21. Prohibits certain subrogation claims. Prohibits adults from providing liquor for consumption or use by a minor. (SD1)
