PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 2, OF THE HAWAII CONSTITUTION, TO ALLOW THE STUDENT MEMBER OF THE BOARD OF EDUCATION TO VOTE.

Proposes an amendment to the state constitution to allow the student member of the board of education to vote, except on issues pertaining to personnel or fiscal matters.

RELATING TO REPLACEMENT OF CANDIDATES ON BALLOTS.

Authorizes political parties to replace a candidate on a ballot at any time up until the date of the election upon the death, withdrawal, disqualification, or incapacitation of the candidate.

RELATING TO SOCIAL SECURITY NUMBERS PLACED IN POLL BOOKS.

Prohibits printing a voter's social security number in an election poll book.

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Implements the recommendations of the criminal history record check working group, as established pursuant to Act 263, SLH 2001, to address inconsistencies and duplicative statutory language authorizing record checks for employment background checks, certifications, and licensing of individuals.

RELATING TO THE COURTS.

Allows use of debit cards to pay for court costs except bail postings and driver's license and vehicle registration clearances, which must be paid in cash only.

RELATING TO TRAFFIC INFRACTIONS.

Repeals the requirement that an envelope directed to the traffic violations bureau of a district court for the purpose of answering a notice of traffic infraction include prepaid postage.

RELATING TO FAMILY COURTS.

Clarifies that judiciary may contract for professional services for counsel and guardian ad litem, pursuant to chapter 103D and reasonable rates of compensation.
