Proposes an amendment to the state constitution to allow the student member of the board of education to vote, except on issues pertaining to personnel or fiscal matters. |

RELATING TO REPLACEMENT OF CANDIDATES ON BALLOTS. Authorizes political parties to replace a candidate on a ballot at any time up until the date of the election upon the death, withdrawal, disqualification, or incapacitation of the candidate. |
