MAKING AN APPROPRIATION FOR THE PAYMENT OF DAMAGES FOR HAWAIIAN HOME LANDS TRUST INDIVIDUAL CLAIMS.

Appropriates funds for payments to claimants awarded damages by the Hawaiian home lands trust individual claims review panel.

RELATING TO HAWAIIAN HOME LANDS TRUST INDIVIDUAL CLAIMS.

Re-convenes the Hawaiian Home Lands Trust Individual Claims Review Panel until December 31, 2005. Requires the preparation and transmission of reports to the governor and the legislature to include a summary of claims filed and the panel's findings, opinions on the merits, and recommendations for action on each claim.

RELATING TO INDIVIDUAL CLAIMS RESOLUTION UNDER THE HAWAIIAN HOME LANDS TRUST.

Replaces the individual claims review panel with a special master to expedite the settlement of remaining claims.

Refines the enforcement responsibilities of the Department of the Attorney General regarding enforcement of the tobacco master settlement agreement, cigarette tax stamping requirements, the "gray market" enforcement requirements, and tobacco reporting requirements.
