RELATING TO VOTER REGISTRATION.

Allows voters to register to vote on election day at the polling place for the precinct in which the voter resides. Requires proof of residency. Appropriates funds.

RELATING TO ELECTIONS.

Requires the chief election officer or county clerk, in the case of a county election, to order a recount of all ballots cast when a small vote difference exists. Changes the date of primary elections to the second Saturday in August.

MAKING AN APPROPRIATION FOR THE OFFICE OF ELECTIONS.

Appropriates funds for the office of elections to meet the 5% matching funds requirement of the federal Help America Vote Act of 2002.
