SB 430

RELATING TO SKATEBOARD PARKS.

Requires skateboarders to wear helmets, elbow pads, and knee pads at county skateboard parks. Allows counties to adopt an ordinance and post signs to satisfy this requirement in parks that are not supervised on a regular basis. Makes parents and guardians liable for skateboarding injuries.

RELATING TO ELECTIONS.

Provides that an endorsement is not a contribution under specified circumstances; defines "coordinated campaign" for campaign contribution purposes; increases campaign contribution limits as to persons and political parties by $10,000 or the amount of contribution attributable to each candidate, whichever is less, when contributions received by a coordinated campaign.

RELATING TO ELECTIONS.

Transfers all duties of the office of elections back to the lieutenant governor's office; makes appropriation.

RELATING TO VOTER REGISTRATION.

Authorizes voter registration on the day of an election. Appropriates funds for fiscal year 2003-2004 for development of an election day voter registration system.

RELATING TO HIGHWAYS.

Requires the department of transportation to use federal alternative standards that take into account environmental, scenic, aesthetic, historic, and other impacts when repairing or reconstructing a scenic highway in the state highway system. Limits state liability in any accidents on scenic highways.

RELATING TO ELECTIONS BY MAIL.

Allows any federal, state, or county election other than a regularly scheduled primary or general election to be conducted by mail.

RELATING TO ELECTIONS.

Requires the posting of unofficial election results immediately after the close of polling places, and the recount of election races won by one-half percent or less. Removes the requirement that the precinct chair be of the same party as the governor.

RELATING TO THE EXECUTIVE DEPARTMENTS OF STATE GOVERNMENT.

Creates a new Department of Law Enforcement and renames the Department of Public Safety to the Department of Corrections. Transfers Department of Education after-hours security contracts and library security functions to the new Department of Law Enforcement.
