MAKING AN APPROPRIATION FOR THE PAYMENT OF DAMAGES FOR HAWAIIAN HOME LANDS TRUST INDIVIDUAL CLAIMS.

Appropriates funds for payments to claimants awarded damages by the Hawaiian home lands trust individual claims review panel.

RELATING TO HAWAIIAN HOME LANDS TRUST INDIVIDUAL CLAIMS.

Re-convenes the Hawaiian Home Lands Trust Individual Claims Review Panel until December 31, 2005. Requires the preparation and transmission of reports to the governor and the legislature to include a summary of claims filed and the panel's findings, opinions on the merits, and recommendations for action on each claim.

RELATING TO INDIVIDUAL CLAIMS RESOLUTION UNDER THE HAWAIIAN HOME LANDS TRUST.

Replaces the individual claims review panel with a special master to expedite the settlement of remaining claims.

Clarifies the duties of the Hui 'Imi advisory council under Act 376, SLH 1997; transfers the council from the department of accounting and general services to OHA; makes the council permanent; appropriates funds.

RELATING TO CEDED LAND REVENUES.

Requires the State to pay an amount equivalent to the pro rata share of ceded land revenues obtained from the Honolulu International Airport to the Office of Hawaiian Affairs.

RELATING TO THE PRIMARY AND GENERAL ELECTIONS OF THE OFFICE OF HAWAIIAN AFFAIRS.

Provides for the election of the Office of Hawaiian Affairs through a system of primary and general elections while still maintaining the nonpartisan character of the office.

RELATING TO SPECIAL ATTORNEYS GENERAL.

Appropriates funds for DHHL and OHA to appoint one special deputy attorney general each to defend against lawsuits brought by Patrick Barrett against the State, John Carroll against various state department heads based on alleged constitutional violations of certain government entities, and the Arakaki case.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. Oral testimony will be limited to three minutes.
