RELATING TO THE PUBLIC LAND TRUST. Facilitates the establishment of a comprehensive information system for inventorying and maintaining information about the lands of the public land trust. Appropriates funds. |

Establishes a moratorium on bioprospecting and a temporary bioprospecting advisory commission to address issues related to bioprospecting, including equitable benefit sharing. Appropriates funds to enable the temporary bioprospecting advisory commission to develop a comprehensive plan for the bioprospecting on trust lands. Provides that the commission shall cease to exist on June 30, 2005. |

RELATING TO MARINE RESERVES. Creates the Hawaii Marine Reserves Network Act, including the Hawaii marine reserves network and network plans to conserve the State's marine resources. Establishes the marine stewardship advisory councils for each of the main Hawaiian islands. Confers authority upon DLNR to enforce the Act. Provides penalties for violations of the Act. |

RELATING TO BURIAL COUNCILS. Transfers burial council responsibilities from DLNR to OHA. Provides funding for administration of the burial council through a two cents per $100 conveyance tax increase. Establishes the burial council fund under the office of Hawaiian affairs. |

DECISION MAKING TO FOLLOW, IF TIME PERMITS.
Persons wishing to testify should submit 30 copies (1 sided) of their testimony to the committee clerk, Room 227, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. Oral testimony will be limited to three minutes.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
