RELATING TO ELECTIONS.

Amends campaign spending laws to provide alternative public funding for candidates seeking office in the Legislature of the State of Hawaii who voluntarily abide by certain contribution and expenditure limits. Appropriates $1 to the campaign spending commission for additional publicly funded support staff. (HB1547 HD2)

Requires the chief election officer or county clerk, in the case of a county election, to order a recount of all ballots cast when a small vote difference exists; provides deadlines for filing a complaint to contest the recount. (HB756 HD2)

MAKING AN APPROPRIATION FOR THE OFFICE OF ELECTIONS.

Appropriates funds for the office of elections to meet the 5% matching funds requirement of the federal Help America Vote Act of 2002.

RELATING TO ELECTIONS.

Places responsibility for publishing proposed constitutional amendments in the newspaper in accordance with constitutional requirements with the Legislature rather than with the Office of Elections. (HB1276 HD1)

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 30 (1-sided) copies of their testimony to the committee clerk, Room 227, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. Oral testimony shall be limited to three minutes.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

Public Folder. A folder labeled "Public Folder" containing the measures and testimonies for the hearing will be available for shared use by members of the public.
