RELATING TO MISSING CHILDREN.

Repeals the Hawaii missing children's clearinghouse trust fund; transfers fund balance to the Friends of the Missing Child Center, a private non-profit.

RELATING TO CORRECTIONS.

Requires that the range and quality of programming offered to women in corrections be substantially equivalent to the range and quality of programs offered to males. Requires office of youth services to develop and implement gender-responsive community-based programs for adjudicated females. Appropriates $ .

RELATING TO BACKGROUND CHECKS FOR ADULT SERVICES PROGRAMS.

Requires the Department of Human Services to establish standards, which shall include criminal history record and adult and child protective service records checks, to ensure the reputable and responsible character of service providers who have direct contact with individuals receiving services through the adult services programs.

RELATING TO ADOPTION.

Requires adoption agencies to reimburse the State for all medicaid expenses incurred for pregnant women who arrive in Hawaii to give birth for the purpose of taking the newborn for adoption, as a condition for the privilege of doing business in the State. Provides for penalty.

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. Oral testimony will be limited to three minutes.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
