RELATING TO HEALTH.

Amends the certificate of need program by, inter alia, repealing letter of intent requirement, increasing expenditure minimums; adding geriatricians as primary care clinic providers; and increasing penalties for violations.

Transfers the department of health's office of health care assurance to the state health planning and development agency. Renames the state health planning and development agency to the Hawaii health performance agency.

RELATING TO COMMUNITY HEALTH CENTERS.

Establishes the community health centers special fund to provide for the operating expenses of community health centers. Requires that a portion of the liquor and cigarette tax revenues be deposited into the community health centers special fund.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Prohibits malpractice insurers from imposing a surcharge or discriminating against a physician who enters into a professional collaboration with an advanced practice registered nurse. Clarifies that such collaborations impose no duty upon the physician to supervise the advanced practice registered nurse.
