RELATING TO MULTI-PURPOSE SENIOR CENTERS.

Requires the office on aging to ensure availability of multi-purpose senior centers by establishing state-operated centers or providing funding assistance to county or private nonprofit centers.

RELATING TO ADULT PROTECTIVE SERVICES.

Creates three permanent positions within the Department of Human Services, Adult Protective Services program, to investigate reported cases of suspected dependent adult abuse, including financial exploitation and provide appropriate services, including referral to law enforcement. Appropriates funds.

RELATING TO ELDERS.

Appropriates funds for fiscal years 2003-2004 and 2004-2005 to the Department of Human Services as a grant-in-aid to Catholic Charities Elderly Services to operate their money management program for the elderly.

RELATING TO CAREGIVER CONSENT.

Allows a caregiver to execute an affidavit of caregiver consent to enroll the minor in school and allow full participation in curricular and co-curricular activities; subjects caregivers to penalties under Part V, Chapter 710, HRS, for making a false statement on an affidavit for caregiver consent.

RELATING TO LANGUAGE ACCESS.

Establishes a commission on language access within the office of community services, DLIR, to facilitate the provision of language assistance services by state agencies to persons with limited English proficiency. Appropriates funds.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 016, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
