Appropriates funds to: reprice, or reclassify upward, all child welfare service social workers; upgrade all exempt case support aid positions to permanent social service assistant IV positions; and lower the caseload of assessment social workers and case managers.

Expands adult protective services by deleting dependency criteria; redefines an adult who is subject to Adult Protective Services law as a person who is either physically or mentally impaired or age 70 years or older; defines caregiver neglect, maltreatment and self-neglect for purposes of adult protective services; establishes Adult Protective Services Care Coordinating Committee.

RELATING TO AGING.

Requires that the public land on which the Lanakila multi-purpose senior center is situated be set aside in perpetuity for a senior opportunities center.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 35 copies of their testimony to the committee clerk, Room 226, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing.
