Creates a tuition reimbursement program for persons who graduated from a state-approved teacher education program in Hawaii and who teach in Hawaii public schools for at least 6 consecutive years.

Allows HTA to appoint a Sports Coordinator; increases percentage of Tourism Special Fund monies allowable for administrative expenses to 5 percent; requires HTA to engage a certified public accountant to perform an annual financial audit of HTA; makes various other changes to improve the flexibility and efficiency of HTA operations.

RELATING TO CONTRACTS ENTERED INTO BY THE HAWAII TOURISM AUTHORITY.

Establishes provisions required in certain contracts entered into by the Hawaii Tourism Authority (HTA); requires HTA to include in its annual report details regarding contracts using public funds; establishes that intellectual property arising out of HTA's works for hire contracts shall become the property of the State.

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Provides that Transient Accommodations Tax revenues for the Hawaii Statewide Trail and Access Program be deposited into the Special Land and Development Fund from which expenditures for the trails and access program can be made; removes the ceiling on the amount of funds that may be dedicated to trails and trail access under the jurisdiction of the Department of Land and Natural Resources.

RELATING TO VETERANS RIGHTS AND BENEFITS.

Requires the office of veterans' services to provide grants, not to exceed $2,500 each, to reimburse a deceased World War II Filipino veteran's survivor or an interested party for funeral and burial expenses or the cost of transporting the remains to the Philippines.
