Authorizes the issuance of SPRBs for the planning, design, construction, and equipping of, and the acquisition of lands for, a plasma municipal solid waste processing system to convert solid wastes into electricity, and chemically and biologically inert slag, on the island of Oahu.

RELATING TO INDIVIDUAL CLAIMS RESOLUTION UNDER THE HAWAIIAN HOME LANDS TRUST.

PROPOSED HD3:

Replaces the individual claims review panel with a court-appointed special master to expedite the settlement of the remaining Hawaiian Home Lands trust claims; appropriates a blank amount for payments to claimants awarded damages by the Hawaiian home lands trust individual claims review panel and for claims to be adjudicated by the Special Master.

PROPOSED HD3:

Clarifies the lands comprising and the revenues derived from, the public land trust under the State Constitution; excludes revenues derived from improvements to the land and by undertakings by the Housing and Community Development Corporation of Hawaii, Agribusiness Development Corporation, and High Technology Development Corporation.
