Appropriates funds to Honolulu police department for development costs for a 3-1-1 non-emergency report system.

Establishes the Commission on Fatherhood within the Department of Health to provide for a statewide program, on a permanent and continuing basis, to promote healthy family relationships between parents and children that are father-friendly and inclusive.

RELATING TO TECHNOLOGY.

Creates a revolving fund for developing and assisting the development of healthcare and biomedical technology to detect cancer, including cervical cancer, in its early stages.

RELATING TO ECONOMIC DEVELOPMENT.

Extends the authority of the Hawaii community development authority to issue special facility revenue bonds for construction of an ocean science center in Kakaako.

RELATING TO EDUCATION.

Defines "teaching out-of-field" as teaching outside the authorized licensing field indicated on an individual's license and "out-of-field teacher" as an individual who is teaching outside the authorized licensing field indicated on the individual's license. Appropriates funding for the continuation of the National Board Certification Candidate Support Program. Includes language to provide for the enforcement of the penalty for hiring unlicensed individuals or for posing as a licensed teacher.

RELATING TO SCHOOL REPAIR AND MAINTENANCE.

Appropriates funds for a grant to Hawaii 3R's for the school repair and maintenance fund. Appropriates funds for a position with DAGS to coordinate the public and private efforts to repair and maintain public schools.
