RELATING TO UNEMPLOYMENT.

Creates a program to provide additional unemployment insurance benefits provided that the federal Temporary Extended Unemployment Compensation program is not extended after August 1, 2003. Provides that additional state benefits will cease once the unemployment insurance fund reaches the threshold that would require DLIR to increase unemployment taxes. Conforms state statutory provisions to the federal Temporary Extended Unemployment Compensation Act of 2002. Allows UI fund to be used to pay for UI benefits as well as administrative costs.

RELATING TO COLLECTIVE BARGAINING.

Delays the transfer of civil service employees from the Public Employees Health Fund to the Hawaii Employer-Union Health Benefits Trust Fund from July 1, 2003 to July 1, 2004. Also, delays the implementation of statutorily set and automatically-computed amounts for employer contributions to the Hawaii Employer-Union Health Benefits Trust Fund.

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit (14) for substitute teachers of the DOE, including part-time employees working less than one-half of a full-time equivalent. Allows the members of bargaining unit (14) to strike.

Ensures that employees who are unemployed temporarily due to a labor dispute shall not be disqualified from receiving unemployment benefits if the parties to the labor dispute have reached an impasse and, prior to or during the work stoppage, the labor organization's offer to submit the dispute to binding arbitration is rejected by the employer.

RELATING TO PUBLIC EMPLOYEES.

Requires the proposed adjustments to compensation and benefit packages for excluded civil service employees to be at least equivalent to the adjustments provided within the employer's jurisdiction.
