Requires that after a construction contract is awarded, a pre-job conference is required among the state or county representatives, the prime contractor, and all subcontractors involved.

RELATING TO TELECOMMUNICATIONS RELAY SERVICES.

Authorizes the PUC to establish a surcharge to collect customer contributions for telecommunications relay services; updates the law to conform to FCC terminology and definitions; removes outdated provisions; repeals the requirement that PUC expedite to the greatest extent possible, ratemaking for specialized services for the deaf, hearing impaired or speech impaired.

Requires the Auditor to conduct a management audit of the public utilities commission and submit report to legislature and governor before convening of regular session of 2004.
