RELATING TO DISPOSAL OF HAZARDOUS WASTES.

Appropriates funds to purchase mobile plasma waste converter to dispose of hazardous wastes.

RELATING TO ROADSIDE HERBICIDE USE.

Requires or encourages state or county agencies responsible for roadside vegetation maintenance to develop and implement an integrated vegetation management (IVM) strategy to minimize the use of herbicide. Establishes a roadside vegetation committee.

RELATING TO PESTICIDES.

Requires the posting of signs when pesticide is applied on school grounds or a playground.

RELATING TO LANDOWNERS' LIABILITY.

Encourages landowners to allow land and water access to personnel and volunteers of invasive species control or eradication programs by limiting the landowners' liability toward persons entering their property for these control and eradication purposes.

RELATING TO ALIEN INVASIVE SPECIES.

Establishes a state invasive species administrator and authorizes the departments of agriculture, health, and land and natural resources to enter private property for the purpose of controlling or eradicating alien invasive species. Appropriates moneys.

RELATING TO ENERGY.

Requires biodiesel fuels to be used in state fleets. Establishes a biodiesel fuel revolving fund. Allows for the delivery of biodiesel to state harbors. Reduces harbor fees for alternative fuel vessels. Exempts state biodiesel from fuel tax law. Bans grease from landfills. Appropriates funds.

Persons wishing to testify should submit 30 copies of their testimony to the Senate Sergeant-at-arms, Room 015, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. E-mail and electronic testimony will not be accepted.
