RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Authorizes OEQC, when a conflict of interest may exist because the proposing agency and the agency making the determination are one and the same, to review the agency's determination, consult the agency, and make a final determination.

RELATING TO ENVIRONMENTAL IMPACT.

Requires the disclosure and proposed mitigation of environmental justice impacts in environmental impact statements.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Authorizes OEQC to review and override the determination of an agency's determination of whether its proposed action requires an environmental impact statement. Requires an environmental assessment for proposed wastewater facilities, waste-to-energy facilities, landfills, oil refineries, and power generating facilities.
