RELATING TO CLEAN POWER.

Enacts the Clean Power Act to regulate power plants and control emissions of nitrogen oxide, sulfur dioxide, mercury, and carbon dioxide; requires the Department of Health to formulate a comprehensive emission control plan and to adopt rules; requires Public Utilities Commission to adopt energy efficiency plan.

RELATING TO RENEWABLE ENERGY RESOURCES.

Requires qualified electric utilities to attempt the implementation of renewables portfolio standards.

RELATING TO ROADSIDE HERBICIDE USE.

Requires or encourages state or county agencies responsible for roadside vegetation maintenance to develop and implement an integrated vegetation management (IVM) strategy to minimize the use of herbicide. Establishes a roadside vegetation committee.

RELATING TO ENDANGERED SPECIES.

Expands the definition of landowners eligible for coverage under safe harbor agreements and habitat conservation plans to all state and county lands and private lease lands.

SB 843

RELATING TO CONSERVATION OF AQUATIC LIFE, WILDLIFE, AND LAND PLANTS.

Allows state and county agencies to enter into habitat conservation plans and safe harbor agreements. Requires legislative approval of certain plans and agreements. Provides for the enforcement of habitat conservation plans and safe harbor agreements through citizen lawsuits.
