RELATING TO CLEAN FUEL VEHICLES.

Provides a tax credit for the purchase of clean fuel vehicles.

Extends indefinitely the period in which a tax credit may be applied for alternate energy systems; changes the amount of the tax credits. Repeals heat pump and ice storage tax credits.

Limits amount of the energy conservation tax credit that can be taken during the first 5 years to 5 equal amounts in 5 successive years.

Provides for a tax credit of 20 percent of the total cost of the geothermal-to-hydrogen system erected or placed in service after December 31, 2003, and before January 1, 2012, that have an unspecified nameplate capacity.

Requires the disclosure and proposed mitigation of environmental justice impacts in environmental impact statements.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Authorizes OEQC to review and override the determination of an agency's determination of whether its proposed action requires an environmental impact statement. Requires an environmental assessment for proposed wastewater facilities, waste-to-energy facilities, landfills, oil refineries, and power generating facilities.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST INDUSTRIAL ENTERPRISES.

Authorizes issuance of up to $25,000,000 in special purpose revenue bonds to assist Barlow Projects Hawaii LLC, a subsidiary of Barlow Projects, Inc., an individual enterprise for a project on Maui.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PROJECTS ON THE ISLANDS OF MAUI AND HAWAII.

Authorizes issuance of $55 million in special purpose revenue bonds to Hawaii Wind Energy LLC for wind farms on Maui and on the Big Island.

RELATING TO CONSERVATION.

Amends the definition of "landowner" in the law relating to the conservation of aquatic life, wildlife, and land plants (for the purpose of authorizing the taking of endangered and threatened plant and animal species) by including the owners of lands underlying the future site of University of Hawaii West Oahu.

RELATING TO THE ISLAND OF KAHOOLAWE.

Appropriates funds from the special land and development fund to implement a strategy for the use of alternative energy resources on Kahoolawe.

RELATING TO CLEAN WATER.

Increases, from $25,000 to $40,000, the fine for each violation of the water pollution law, or any rule, permit, or variance issued under that law. Enacts provisions relating to muddy water, underground injection, and nutrients. Allows citizen suits.

RELATING TO GEOTHERMAL ROYALTIES.

Allocates $250,000 per year from the State's portion of the geothermal royalties to DBEDT to fund hydrogen research and development.

RELATING TO RENEWABLE ENERGY.

Requires all newly constructed state buildings or substantial renovation of a state building to meet state building minimum renewable energy technology standards. Directs DLNR in coordination with statewide energy experts to formulate and adopt state building minimum renewable energy technology standards.

RELATING TO CLOSURE OF MUNICIPAL FACILITIES.

Expands the definition of "pollution control project" to include the closure of the project so that such closures will qualify for special purpose revenue bond funding.
