MAKING A MATCHING FUNDS APPROPRIATION TO SUPPORT A PUBLIC-PRIVATE PARTNERSHIP TO MARKET AND PROMOTE ALTERNATIVE ENERGY ACTIVITIES AND BUSINESS OPPORTUNITIES IN HAWAII BY DEVELOPING AN ALTERNATIVE ENERGY INTERNET PORTAL.

Appropriates $     in FY 2003-2004 and $      in FY 2004-2005 in matching funds to DBEDT for public-private partnership with Hawaii Technology Trade Association to develop an Internet website to act as a portal to market alternative energy activities and business opportunities in Hawaii.

Ensures that allowable waivers or reductions of penalties for small businesses will not apply to any laws protecting the environment or cultural resources.

RELATING TO TAXATION.

Gives taxpayers an aircraft operating lease investment income tax credit that is deductible from the net income tax liability of a lessee of an aircraft under an operating lease.

RELATING TO ECONOMIC DEVELOPMENT.

Appropriating funds to the department of business, economic development, and tourism, to conduct a study exploring various means by which the State can develop markets for wood waste, generated by the clearing of trees during development and construction activities, and support local businesses.
