RELATING TO SCHOOL/COMMUNITY-BASED MANAGEMENT.

Requires SCBM schools to secure the support (rather than only involvement and input) of principals, teachers, support staff, parents, students, and other community members affected by decisions to be made at the school level. Subjects all schools, except charter schools, to SCBM beginning with SY2006-2007.

RELATING TO CHARTER SCHOOLS.

Prohibits a student, other than a student who is a resident of the State, from enrolling in an e-charter school.

RELATING TO EDUCATION.

Defines, for statistical purposes, "teaching out-of-field" as teaching outside the areas of preparation indicated on an individual's license; and "out-of-field teacher" as an individual who is teaching outside the areas of preparation indicated on the individual's license.
