RELATING TO DRIVER EDUCATION.

Requires driver education programs to be established at each public high school. Mandates parental consent for enrollment in program for minors. Appropriates funds for the programs.

RELATING TO EDUCATION.

Establishes state board of elected and appointed members; establishes regional administrative units to deliver educational services to all public schools; delineates roles of the state board of education, the state superintendent of education, the board of directors of the regional administrative units, the regional superintendents, and the principals; creates complex-based management system.

RELATING TO THE DEPARTMENT OF EDUCATION.

Proposes statutory revises to reflect the new administrative structure of the DOE.

RELATING TO EDUCATIONAL ACCOUNTABILITY.

Establishes and specifies duties of an office of educational accountability and the school accountability advisory panel.

Holds students, educational professionals, and schools individually and collectively accountable for academic excellence, student safety and well-being, and civic responsibility by requiring the establishment of an educational accountability system.

RELATING TO EDUCATION.

Allows the DOE to provide suitable student transportation to and from not-for-profit private and sectarian elementary schools and secondary schools, provided that eligibility for such transportation has been determined in a nondiscriminatory manner on the basis of neutral, secular criteria.

RELATING TO THE BOARD OF EDUCATION.

Requires the BOE to be composed of 17 voting members elected in a nonpartisan manner by the qualified voters of the respective school board districts, as provided by law. Requires each school board district to be composed of 3 representative districts.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR CALVARY EPISCOPAL PRESCHOOL AND DAY CARE CENTER.

Appropriates funds for Calvary Episcopal Preschool and Day Care Center through the Special Purpose Revenue Bonds allowed under Act 257, Session Laws of Hawaii 2002.
