RELATING TO WINDWARD COMMUNITY COLLEGE.

Appropriates funds to establish an ordnance identification and removal training program at Windward community college.

RELATING TO EDUCATION.

Creates education finance system linked to student achievement and school complex performance goals; clarifies roles and responsibilities for administration and budgeting of public education system; establishes community collaboration programs; establishes quality school and teacher initiatives, including system of rewards and assistance.

RELATING TO EDUCATION.

Establishes a systemwide education budget based upon school complex organizational structure; earmarks a percentage of the state general fund for education beginning with the 2005-2007 fiscal biennium; requires the board of education to establish an integrated financial management system and budget based upon school complex organization and performance goals; establishes a joint education finance task force to determine adequate levels of state funding for public schools system.

RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM.

Provides funding to open and operate the Kapolei Public Library.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
