RELATING TO AFTER-SCHOOL PROGRAMS.

Creates the after-school programs special fund into which fees from after-school programs are deposited, to be administered by the department of education.

Allows home-schooled student to participate in extracurricular and co-curricular activities of the public school to which the home-school student would be assigned.

Authorizes the Director of Finance to issue general obligation bonds to qualify the DOE's statewide projects for financing under the qualified zone academy bond program.

MAKING AN APPROPRIATION FOR ISPED CLERK TYPISTS.

Appropriates funds to allow the department of education to pay for three hundred thirteen positions of ISPED clerk typists.

RELATING TO DRIVER EDUCATION.

Requires driver education programs to be established at each public high school. Mandates parental consent for enrollment in program for minors. Appropriates funds for the programs.

Establishes state board of elected and appointed members; establishes regional administrative units to deliver educational services to all public schools; delineates roles of the state board of education, the state superintendent of education, the board of directors of the regional administrative units, the regional superintendents, and the principals; creates complex-based management system.

Establishes and specifies duties of an office of educational accountability and the school accountability advisory panel.

RELATING TO EDUCATIONAL ACCOUNTABILITY.

Holds students, educational professionals, and schools individually and collectively accountable for academic excellence, student safety and well-being, and civic responsibility by requiring the establishment of an educational accountability system.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
