RELATING TO EDUCATION.

Requires development and implementation of systemwide information technology plan to assure student proficiency; requires implementation of recruitment and retention program for hard-to-fill teacher positions; requires implementation of a systemwide school administrator training academy in partnership with business community; requires establishment of rewards and assistance program for individuals, individual schools and school complexes who meet performance goals or fail to achieve performance goals.

RELATING TO MASTER TEACHERS.

Establishes a master teachers training and certification program for teachers who desire to increase the quality of their teaching skills and serve as a resource to other teachers. Establishes a master teachers job series and salary ranges, grades, and schedules for the series. Appropriates funds.

RELATING TO SCHOOL-LEVEL MINOR REPAIRS AND MAINTENANCE ACCOUNTS.

Allows school-level minor repairs and maintenance accounts to be used for the maintenance, repair, and replacement of components of a school's information infrastructure systems.

MAKING AN APPROPRIATION FOR FAMILIES FOR RESOURCES FOR EARLY ACCESS TO LEARNING.

Appropriates funds to establish additional Families for Resources for Early Access to Learning (R.E.A.L.)

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF PRE-SCHOOL FACILITIES.

Authorizes the issuance of general obligation bonds in the amount of $5,000,000 for the construction of pre-school facilities at public schools, other public lands, or private lands.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR CALVARY EPISCOPAL PRESCHOOL AND DAY CARE CENTER.

Appropriates funds for Calvary Episcopal Preschool and Day Care Center through the Special Purpose Revenue Bonds allowed under Act 257, Session Laws of Hawaii 2002.

RELATING TO COUNSELING.

Appropriates funds to the DOE to hire educational assistants or retired teachers, or both, as paraprofessional test coordinators in order to assist middle school and high school counselors.
