RELATING TO THE DEVELOPMENT OF MEDICAL FACILITIES.

Fast-tracks the development of the Pacific Health Community project, on lands identified on tax map key 9-4-6:01, by exempting the project from state and county approval processes and extending the authorization to issue special purpose revenue bonds for the project.

Exempts a master planned health care center and retirement community from the certificate of need process.

MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF ESTABLISHING A TECHNOLOGY-FOCUSED, COMMUNITY-BASED CENTER IN WAIALUA TOWN.

Appropriates funds to study the feasibility of establishing a technology-focused, community-based center in Waialua, assess community needs, and develop and implement a plan, including the purchase of computer and telecommunications equipment necessary for center operations.

Designates the entire island of Oahu as an enterprise zone for two years from 07/01/2003 to 06/30/2005.

MAKING A MATCHING FUNDS APPROPRIATION TO SUPPORT A PUBLIC-PRIVATE PARTNERSHIP TO MARKET AND PROMOTE INCENTIVES PROVIDED BY ACT 221, SESSION LAWS OF HAWAII 2001, FOR INVESTORS TO INVEST IN HIGH TECHNOLOGY IN HAWAII.

Creates public-private partnership to market and promote incentives provided by Act 221, SLH 2001, to invest in high technology businesses and opportunities in Hawaii.

RELATING TO ENTERPRISE ZONES.

Grants qualified business status under enterprise zone law to any lawful business that creates job opportunities within the boundaries of the Kalaeloa community development district, provided that the business is not located on lands retained by the U.S. Navy.

Requires that every rule conforms to its related statute; provides for the automatic repeal of administrative rules on the repeal of the underlying statute or ordinance; requires the small business regulatory review board to analyze regulatory programs and provide recommendations to the legislature by June 30, 2006.

RELATING TO PROCUREMENT.

Authorizes state purchasing agencies to use design-build proposals. Requires agencies to pay 1% of project cost up to $1,000,000 for each unsuccessful proposal for design-build proposals with construction estimates greater than $5,000,000.
