RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the Kaneohe Bay regional council to encourage the development of educational resources that integrate existing facilities at He`eia state park, King intermediate school, and the Hawaii institute of marine biology in order to increase the public's appreciation of the ecological and cultural assets of Kaneohe Bay.

RELATING TO THE SPECIAL ADVISORY COUNCIL FOR TECHNOLOGY DEVELOPMENT.

Adds function to special advisory council for technology development to keep government informed of problems and barriers faced by private sector high technology businesses in operating in or entering the State to do business.

RELATING TO HIGH TECHNOLOGY.

Establishes the Hawaii instrument pool into which individuals and companies may donate usage of their high technology instrument. Allows qualified borrowers to use the instruments for their ventures and research. Establishes a tax credit for donating into the Hawaii instrument pool usage of "industry entry" high technology instruments that will help Hawaii's technology companies enter into new and emerging markets.

RELATING TO A FILM PRODUCTION/POST PRODUCTION/HAWAIIAN CULTURAL AND EDUCATIONAL FACILITY AND WAREHOUSE WITHIN OR NEAR HEEIA STATE PARK.

Appropriates funds to conduct a feasibility study for a public/private collaboration to establish a multi-use, film production/post production/Hawaiian cultural and educational facility and warehouse within or near Heeia state park.

RELATING TO NEW ECONOMY WORKFORCE DEVELOPMENT.

Allows moneys in the employment and training fund to be used for employers to train their own employees, incentives for employers to train residents in skills in critically short supply, and incentives for employers to train workers recently unemployed or likely to be unemployed.
