RELATING TO CAPITAL LOAN PROGRAM.

Authorizes DBEDT to make low interest capital loans to operators of licensed day care centers for elder disabled and aged persons and to licensed adult day care health centers, for purposes of construction, renovation, and adaptation.

RELATING TO SMALL BUSINESS DEVELOPMENT.

Appropriates $1,225,000 to fund various items at the Small Business Development Center.

Establishes an economic zone commission to designate and support economic zones and economic recovery zones such as Waipahu.

RELATING TO TAXATION.

Establishes an investment tax credit for qualified investments in the motor sports facility to be developed at Kalaeloa, parcel 9.
