An informational briefing on the report, "A New Economy in Hawaii" 2003 presented by the Hawaii Institute of Public Affairs (HIPA) and Enterprise Honolulu will be held first. Copies of the report will be available at the hearing. Panelists will include Bill Kaneko of HIPA, authors of the report, Andrew Aoki and James Koshiba, Jr., and Mike Fitzgerald of Enterprise Honolulu.
The briefing will be followed by a hearing on bills relating to recommendations from the report and from the regional economic development boards.

RELATING TO ECONOMIC DEVELOPMENT. Provides a tax credit for taxpayers that create jobs by hiring additional full-time employees for quality jobs. Defines a quality job as a full-time employee position in enterprise zones with wages that are fifteen per cent above the state average wage. Establishes the amount of the tax credit to be $5,000 over five years. Sets the maximum allowable credit per taxable year to $1,000. Allows carryover of unused credit to subsequent years |

Requires the Department of Business, Economic Development and Tourism (DBEDT) to establish an industry tracking program whereby businesses provide relevant information to DBEDT to track and evaluate business industries. Provides a tax credit for businesses that participate in the industry tracking program. |
