RELATING TO CAPITAL LOAN PROGRAM.

Authorizes DBEDT to make low interest capital loans to operators of licensed day care centers for elder disabled and aged persons and to licensed adult day care health centers, for purposes of construction, renovation, and adaptation.

Appropriates $1,225,000 to fund various items at the Small Business Development Center.

Creates a business incubator program within the department of business, economic development, and tourism.

RELATING TO THE SMALL BUSINESS REGULATORY FLEXIBILITY ACT.

Specifies that the small business impact statements cannot be used in judicial hearings. Clarifies when the impact statement is to be submitted to the Small Business Regulatory Review Board.

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the Kaneohe Bay regional council to encourage the development of educational resources that integrate existing facilities at He`eia state park, King intermediate school, and the Hawaii institute of marine biology in order to increase the public's appreciation of the ecological and cultural assets of Kaneohe Bay.

RELATING TO THE DIAMOND HEAD STATE MONUMENT.

Creates the Diamond Head state monument special fund. Authorizes issuance of general obligation bonds in the amount of $2.5 million for the planning, design, and construction of a Diamond Head state monument interpretive center.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR DIAMOND HEAD STATE MONUMENT VISITORS CENTER.

Appropriates funds for plans and designs for the Diamond Head State Monument Visitors Center; General Obligation bonds.
