Includes silvicultural products in the definition of agricultural products, and removes the monetary value and weight requirements that trigger the need for a certificate of ownership for the sale or resale of agricultural products. (SD1)

RELATING TO TOWING.

Requires commercial tow trucks to be registered and to display distinguishing license plates and decals. Provides that the director of finance shall establish a schedule of tow truck registration fees. Provides that noncompliance with registration requirements prohibits the tow operator to collect charges for a tow or as a condition to release a towed vehicle.

RELATING TO MOTOR VEHICLE FRANCHISES.

Protects against unfair termination of motor vehicle franchise agreements; protects against a franchisor requiring a franchisee to order unwanted vehicles; prevents discriminatory practices against motor vehicle franchisees by manufacturers and distributors; effective 7/1/2050. (SD1)

Provides that a motor vehicle or trailer transaction does not constitute a sale or security interest merely because the rental price may be raised or lowered by reference to the amount realized on the sale or disposition of the motor vehicle or trailer.

Exempts motor vehicle rental companies that periodically ship 10 or more vehicles between the islands or from the State from the requirements for removing and shipping vehicles.

RELATING TO MENTAL HEALTH.

Expands the definition of "serious mental illness" to enable individuals afflicted with serious mental illness to access the necessary treatment by continuing the parity reimbursement and treatment requirements for serious mental illness. Adds delusional disorder, bipolar types I and II, major depression, obsessive compulsive disorder, and dissociative disorder as serious mental illnesses.

RELATING TO NONPROFIT CORPORATIONS AND ORGANIZATIONS.

Provides automobile insurance rider for full-time and part-time employees or volunteers of nonprofit organizations. (SD1)
