RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the public utilities commission to maintain a web site that includes all decisions and orders, and listings of open dockets, upcoming meetings, and pending deadlines. Requires applicants to provide the commission with PDF-formatted compact discs or other electronic format prescribed by the commission, for all filed documents. Provides that the time period within which commission action is due starts to run upon the posting of a substantially complete filing on the web site.

RELATING TO MOTOR VEHICLE INSURANCE.

Appropriates general funds for the insurance commissioner and the department of commerce and consumer affairs to develop and operate an electronic database to receive insurance coverage data from insurers and accessible by law enforcement officers in their efforts to verify a driver's insurance coverage.

Requires the Auditor to conduct a management audit of the public utilities commission and submit report to legislature and governor before convening of regular session of 2004.

RELATING TO INTERNATIONAL MATCHMAKING ORGANIZATIONS.

Allows persons living abroad who utilize for-profit matchmaking services to access criminal conviction and marital history information about prospective spouses residing in the United States.

Eliminates the premium tax on health insurers.

RELATING TO HEALTH INSURANCE.

Creates a health insurance fraud investigations unit in the insurance division; establishes immunity from civil liability for a person who reports insurance fraud, except in the case of malicious reporting or perjury; makes an appropriation.

RELATING TO FAMILY LEAVE BENEFITS INSURANCE.

Establishes a family leave benefits insurance program to provide income support to those on family leave.

RELATING TO CAPTIVE INSURANCE.

Clarifies captive insurance administrator's duties. Establishes insurance examiner positions within the captive insurance branch of DCCA. Appropriates funds.

RELATING TO DENTAL INSURANCE.

Allows the Insurance Division to continue its work on the liquidation of the Hawaii Dental Health Plan, and to protect the public from the risks associated with the financial failure of dental service organizations and corporations.

SB 1315

RELATING TO INSURANCE FRAUD.

Authorizes the Insurance Fraud Investigative Unit to retain the services of auditors, accountants, paralegals, and other professionals. Clarifies that the Unit's focus on prevention of insurance fraud includes an educational component.

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 219, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
