Prohibits the Public Utilities Commission from using telephone directory advertising revenues of an organization, trade, or business, to determine regulated rates or charges of a telecommunications carrier in cases where both entities are owned or controlled directly or indirectly by the same interests. RELATING TO TELECOMMUNICATIONS RELAY SERVICES.

Authorizes the PUC to establish a surcharge to collect customer contributions for telecommunications relay services; updates the law to conform to FCC terminology and definitions; removes outdated provisions; repeals the requirement that PUC expedite to the greatest extent possible, ratemaking for specialized services for the deaf, hearing impaired or speech impaired. RELATING TO PSYCHOLOGIST LICENSING REQUIREMENTS.

Allows acceptance of the Certificate of Professional Qualification in Psychology or National Register of Health Service Providers in Psychology credential for psychologist licensure; repeals certain educational and experience requirements for senior psychologist licensure; replaces open book examination in jurisprudence with a self-attestation statement. RELATING TO INSURANCE.

Makes technical amendments to conform insurance and related statutes to article 9A of the insurance code, the producer licensing act. (HB1164 HD1)

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify on CPH/HTH bill should submit 25 copies of their testimony and for CPH only bill submit 20 copies of their testimony to the committee clerk, Room 219, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
