Establishes civil penalties for insurance fraud; immunity from civil liability for a person who reports insurance fraud, except in the case of malicious reporting or perjury; amends definition of "insurance fraud" in the fraud provisions of the motor vehicle article of the insurance code. RELATING TO DENTAL INSURANCE.

Allows the Insurance Division to continue its work on the liquidation of the Hawaii Dental Health Plan, and to protect the public from the risks associated with the financial failure of dental service organizations and corporations.

MAKING AN APPROPRIATION FOR THE LOSS MITIGATION GRANT PROGRAM.

Appropriates $1 in FY2003-2004,and $1 in FY2004-2005, from interest income transferred from the hurricane reserve trust fund to the general fund under Act 179, SLH 2002, to fund the loss mitigation grant program established under the Act. Allows appropriated funds to be used for grants issued from January 1, 2003. (HB640 HD1)

RELATING TO PROFESSIONAL COUNSELORS.

Establishes a professional counselors licensing program, subject to the accumulation of a minimum $43,000 in a startup trust fund; exempts government employees from licensing under the law. (HB1412 HD2)

RELATING TO INTERNATIONAL MATCHMAKING ORGANIZATIONS.

Allows persons living abroad who use for-profit matchmaking services to access criminal conviction and marital history information about prospective spouses residing in the United States. (HB135 HD1)

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
