RELATING TO THE GENERAL EXCISE TAX. Exempts from the general excise tax amounts received by: (1) A submanager of an association of apartment owners of a condominium or a nonprofit homeowners or community association in reimbursement of sums paid for common expenses; (2) An operator of a hotel from a timeshare association equal to and which are disbursed by the operator for employee wages, salaries, payroll taxes, insurance premiums, and benefits; (3) A suboperator of a hotel from the owner of the hotel, operator of the hotel, or a timeshare association equal to and which are disbursed by the suboperator for employee wages, salaries, payroll taxes, insurance premiums, and benefits. RELATING TO NONPROFIT CORPORATIONS AND ORGANIZATIONS. Requires auto insurers to offer nonprofit employees and volunteers insurance coverage for use of personal vehicles in the course of employment or volunteering. Allows amounts paid for the coverage to be claimed as a tax deduction. (SD2) |

RELATING TO RELAY SERVICES FOR DEAF, HARD-OF-HEARING, AND SPEECH-IMPAIRED PERSONS. Requires the Disability and Communication Access Board (DCAB) to monitor relay services for the deaf, hard-of-hearing, and speech-impaired. Requires the Legislative Auditor to conduct an audit on the collection of fees deposited into the DCAB Special Fund and the relay services provided. (SB1427 HD1) |

RELATING TO DIABETES EDUCATION. Requires diabetes education that is provided under a health insurance policy to be provided through a certified diabetes educator, a program recognized by the American Diabetes Association, or a health care professional who has completed an accredited comprehensive diabetes education review course; provided that when deemed medically necessary by a health care professional authorized to prescribe, the diabetes education shall be provided by a certified diabetes educator or a program recognized by the American Diabetes Association.
