RELATING TO CONTINUING EDUCATION FOR INSURANCE LICENSEES.

Establishes a certification process requirements for providers of continuing education courses for insurance licensees. Establishes requirements relating to courses offered.

RELATING TO MOTOR VEHICLE INSURANCE.

Appropriates general funds for the insurance commissioner and the department of commerce and consumer affairs to develop and operate an electronic database to receive insurance coverage data from insurers and accessible by law enforcement officers in their efforts to verify a driver's insurance coverage.

RELATING TO FORCE-PLACED INSURANCE.

Prevents exorbitant and arbitrary markups of insurance rates by lenders to their borrowers. Eliminates rules of 78 calculations that are excessively and unfairly profitable at the borrower's expense.

RELATING TO ATTACHMENT AND EXECUTION.

Amends the attachment and execution law to increase real property and alternative real property exemptions and the motor vehicle exemption; provide for separate individual exemptions for spouses and reciprocal beneficiaries; and add a "wild card" exemption for personal property that is not otherwise exempt.

RELATING TO PAWNBROKERS AND SECONDHAND DEALERS.

Prohibits pawnbrokers and secondhand dealers from accepting pledged goods or buying merchandise from a person unable to supply proof of ownership of the goods or merchandise, when the fair market value of the goods or merchandise to be pledged or bought is greater than $100.

Regulates the use of personal covenants under the landlord-tenant code so that tenants may exercise reasonable political speech.
