RELATING TO PUBLIC UTILITIES.

Prohibits the Public Utilities Commission from using telephone directory advertising revenues of an organization, trade, or business, to determine regulated rates or charges of a telecommunications carrier in cases where both entities are owned or controlled directly or indirectly by the same interests.

RELATING TO THE MOTOR VEHICLE RENTAL INDUSTRY.

Allows the payment or receipt of indirect commissions from the sale of collision damage waivers for rental vehicles.

Clarifies how diminution in value of a damaged vehicle is determined under the Motor Vehicle Rental Industry Act.

RELATING TO INSURANCE FRAUD.

Establishes immunity from civil liability for a person who reports insurance fraud, except in the case of malicious reporting or perjury.

RELATING TO CONDOMINIUMS.

Extends the time period, position, and funding for the real estate commission's review and recommended recodification of Hawaii's condominium property regimes law.

RELATING TO TELEPHONE SOLICITATIONS.

Prohibits phone solicitors from placing calls to residents who are registered on a no-call list. Establishes a website and database containing the no-call list.

RELATING TO PAGER AND CELLULAR PHONE SPAM.

Prohibits as an unfair or deceptive act or practice, unsolicited telemarketing transmissions of text, graphic, or image messages by telephone solicitors to cellular telephones and pagers equipped with text messaging or similar capabilities.

RELATING TO CONSUMER CREDIT REPORTING.

Requires consumer reporting agencies to disclose consumer information to consumer.

RELATING TO THE CONTINUING EDUCATION OF DESIGN PROFESSIONALS.

Authorizes the Board of Professional Engineers, Architects, Surveyors, and Landscape Architects to adopt mandatory continuing education requirements.
