RELATING TO PROCUREMENT.

Requires all state schools, agencies, and prisons to procure locally produced agricultural products.

RELATING TO AGRICULTURAL INSPECTIONS.

Amends the Marketing Order Revolving Fund by renaming it the Certification Services Revolving Fund. Transfers the unexpended balance of moneys from the Coffee Inspection Revolving Fund to the Certification Services Revolving Fund. Authorizes the Department to conduct audits and issue certificates for agricultural safety and security. Clarifies the responsibility for conducting seed certifications.

RELATING TO DIVERSIFIED AGRICULTURE.

Appropriates funds for a Kauai Tropical Fruit disinfestation facility and an incubator community kitchen.

Changes the penalty for criminal trespass in the first degree from a misdemeanor to a class C felony.

Establishes a minimum lot size for agricultural districts that are subdivided after June 30, 2003.

RELATING TO AGRICULTURAL LAND PRESERVATION.

Provides standards and criteria to conserve and protect agricultural lands and the purchase of development rights as an incentive for landowners to keep important agricultural lands in agricultural uses.

RELATING TO STATE AGRICULTURAL LEASES.

Generally, enhances the law regulating agriculture leases on state land.

Ensure the long-term productive utilization of state agricultural parks and other public lands classified for agricultural use under the jurisdiction of the department of agriculture.

RELATING TO LAND USE.

Establishes a land evaluation and site assessment rating system. Requires the land use commission to establish the boundaries of the important agricultural lands district, the conservation district, and the other lands district. Abolishes urban, rural, and agricultural districts.

RELATING TO AGRICULTURAL LANDS.

Transfers the disposition of public lands within an agricultural district from the department of land and natural resources to the department of agriculture.

Appropriates funds for further development and planning of the Hawaii Drought Plan.

RELATING TO LAND USE.

Establishes standards and criteria and process for identification of important agricultural lands. Establishes process for adoption of new agricultural and rural district boundaries. Amends the permissible uses within the rural land use district. Authorizes counties to permit home occupations in the agricultural district without requiring a special permit; defines "home occupation.

RELATING TO THE AGRICULTURAL WATER USE AND DEVELOPMENT PLAN.

Extends the time specified for the development of the state agricultural water use plan.

RELATING TO THE IRRIGATION WATER DEVELOPMENT SPECIAL FUND.

Eliminates the irrigation water development special fund.

RELATING TO THE DELEGATION OF ALLOCATION AUTHORITY UNDER THE STATE WATER CODE.

Gives equal authority to the Board of Agriculture to that granted to the county water agencies for the allocation of the use of water for agricultural irrigation purposes.
